Most permit failures come from preventable inspection issues. This guide walks through every item inspectors check — so you pass the first time.
In jurisdictions that require a fire safety inspection before issuing an STR permit — including Sevier County TN, Gatlinburg TN, Placer County CA, Clear Creek County CO, and many others — the inspection is the longest variable in the permitting timeline. Most inspection wait times run 2–5 weeks. Failing and rescheduling adds another 2–3 weeks. The good news: most failures are completely preventable.
Required in every bedroom, outside every sleeping area (corridor/hallway), and on every floor of the property. Interconnected alarms (when one sounds, all sound) are preferred but not always required. Hard-wired detectors with battery backup are preferred over battery-only, but battery-only detectors are accepted in most jurisdictions if functional. Combination smoke/CO units count toward both requirements.
Required wherever there is a gas appliance (stove, fireplace, furnace), an attached garage, or any combustion-powered appliance guests might access. This includes propane grills accessible on a deck. In most Smoky Mountains cabins, CO detectors are required on every floor due to propane heating and gas appliances.
Minimum one 2A:10BC rated extinguisher in the kitchen. Must have a current inspection tag — many old extinguishers in vacation properties fail because the tag is expired. A $40 extinguisher replacement resolves this instantly. Multi-story properties need extinguishers on each floor.
Every bedroom must have either a second door to an exit path or a window with a minimum openable area of 5.7 square feet (approximately 20"x24" minimum). Loft bedrooms — very common in Smoky Mountains cabins — frequently fail this requirement. Installing a compliant egress window in a loft is typically a $200–$400 job for a contractor, not a major renovation.
A posted notice inside the property with: the property's physical address (for emergency responders — guests often don't know the actual address), the local emergency contact phone number, and general emergency procedures. A single laminated card near the main entrance satisfies this in most jurisdictions.
If the property has a pool or hot tub: a locking cover or a fence with a self-closing, self-latching gate is required. Pool depth markers must be posted. Pool drain covers must meet anti-entrapment standards. These requirements are strictly enforced in Tennessee, Florida, and California STR permits.
Placer County CA and other Sierra Nevada / Tahoe area jurisdictions require a separate Defensible Space inspection. This covers: Zone 1 (0–30 feet from structure) must be lean, clean, and green — no dead vegetation, no woodpiles against the house, no flammable landscaping within 5 feet of the structure. Zone 2 (30–100 feet or to property line) must have reduced fuel — branches pruned up 6–10 feet, no continuous plant canopy. An assessor from CalFire or the county fire department conducts this inspection separately from the life safety inspection.
